Freckly faced and cheerful, oves to wear smart and fashionable clothes. Sports a green feathered Bounders cap, which he is very proud of.

Background

'Tom' Burrows is a well know minstrel and the flute player of The Burrows, with his brother Biffo on the tambourine. They toured mostly in The South Farthings regularly playing at festivals in Longbottom and Sackville, where they were known for their unusual routines.  Although Tom's trademark outfit drew in crowds, the group never could get a foothold in the rest of The Shire. Tom left the band a few weeks later to find another occupation.

Unsure of what to do, he eventually decided to join the Bounders. Although most other hobbits thought the 'colourful clown' did it on a rebound, he found that he enjoyed it. There was a lot of walking involved of course.

Prequel to A Bounder goes South

Recently a series of burglaries in Longbottom came to the attention of Second Shirriff Bodo Bunce. After some thought he sent a trusted South-farthing hobbit to oversee the investigation.

And that is how Tom become a Shirriff in a small quiet town called Deephallow. Although he was delighted Tom was not quite sure where it was.
