The Mark of the "Snake Charmer"
This symbol was once associated with the true nature of an enchanting jongleur who was always intoxicated- a witch by the name of Harla. Due to this mark that she carved into her right forearm and the "pets" that she kept in order to use their venom in her brews and experiments, she was given the name "The Snake Charmer" by the few that survived their encounters with her.
