Deep in the pits of Isengard there vomited forth a terrible monster. Man-high, large, sallow-skinned, with lynx eyes that were slanting; he was neither Man nor Orc but a treacherous blend of the two. He wore the mark of evil on his face, and was branded with the White Hand. And he was put to the torment of the whip and the claw, so that his pain was as countless as his many scars.
He was clad in the black raiment of Isengard, and horsed on a black steed, long ago taken from the fields of Rohan; and like its rider it too had endured great punishment, so that both man and beast were now twisted in appearance and full of hate.

In the wake of the Battle of the Fords of Isen, the axe-men, both Half-Orc and Hillmen, retreated in the dark, never to return until all Isengard was unleashed. Of these scattered there was among them a captain of the Half-orcs, whom the Hillmen named Drugûn; for he was an evil dog in the language of Dunland, and fought fiercely like a rabid beast against Grimbold and Théodred, even in defeat.
Though Isengard would regroup, not all could return to Orthanc unassailed. Instead Drugûn lead a company of goblin-men far north into the wastes of Enedwaith; and there they bided their time, and mended their wounds. And in hubris Drugûn took to calling himself the Hound of Isengard, in mockery of the Hound of Valinor; for as with all things evil, they cannot make, but only mock and corrupt that which already is.
And so his men plundered and raided without pity, until they were joined with the agents of Saruman on the borders of Bree. Now the rumour of Drugûn's coming is spread like wildfire among Sharkey's men; a fallen captain reduced to a sadist brigand, preying on gentle folk whom the Rangers fail to protect.
It has become his purpose now to weaken Bree of its enriched and fortified travellers, drawing them out into the open, and scattering them away, so that the burning of Bree, and the scouring of the Shire, may one day come to pass.
