Background
By this decree, I give the rights to Mr.Delwin, to establish the Breetown Militia in order to protect Bree-land and its inhabitants. I give him all authority to recruit any willling citizens and to operate in the city and without. He and his company will have the power to arrest, take arms against, and if in the most urgent situation, kill dangerous criminals. These rights are in effect as long as the basis and cause of these actions are necessary and moral. This charter is approved by all of the council of Bree and myself.
