With a stern and cruel countenance, and eye and hair as black as his mood, Tolmen proudly stands a clear 7'6" tall and is greatly muscled, liking to look down upon the lessers as he calls them, he is one of perhaps a handful of true Noldor left in middle-earth, most having perished through the millenia to war or misfortune and thinks he is accorded some respect. He is quick with a mocking sneer or put down if any deign to talk to him without the proper reverence or just ignores the offender all together, he is argumentative and likes to lead and will cause strife and discord if he doesn't get his own way, though under strong leadership his respect is grudgingly earned.
During the Dagor-nuin-Giliath he was smote by a Balrog's whip and the side of his face burned and his eye shrivelled making for a hideous sight, in after years he had a fine gold/crystal orb crafted to put into the cavity, he remains in great pain due to his injuries which adds to his anger and sense of injustice and walks with a limp (he is unable to run(IC) he wields a great two handed sword when assaulting the enemy and in defence bears a great shield with the star of Feanor strapped to his left arm

Years of Trees (date unknown)
A Noldor born in the light of the two trees, he was an overbearing youngster and delighted in bullying the other children he grew up with, when his parents found out they banished him from their home, forcing his independence at an early age (~100), he threw himself into martial activities excelling at unarmed combat and watched with admiration and eventually permitted to use the forges in Fëanors holdings, he attended Fëanor's speech and abandonded Valinor joining the host of Fëanor, though he bloodied his sword in the vanguard against the Telerin elves he understood the need to return over the water to thwart the transgressions of Morgoth the coward, feeling the burning of their ships and havens was just desserts for witholding help, sadly during the battle his swordbrother was drowned in the deep harbour in the fight to board the ships, leaving him bitter toward the lesser elves.
F.A.0 onwards
Once they landed he joined Fëanor's service and was again in the vanguard during the Dagor-nuin-Giliath and close by when Lord Fëanor launched his valiant counter attack against Morgoth's forces, when Fëanor was ambushed by the Balrogs, Tolmen was smote by the whips of the Balrogs, the fires of the Balrogs were so great his armour and helm were fused to his body, his Fëa almost fled his body then, but by sheer stubborness managed to crawl out from beneath the dead and dying, removing his armour he found he was severley burned, and where the whip had struck his face his eye was shrivelled and his face made cadaverous giving him a gaunt appearance, after the healers had ministered what they could for him he joined the host of Caranthir, wresting tribute from the dwarves passing through.
F.A. 455 onwards
He took part in the Dagor Bragollach following Lord Caranthir after the defeat to Amon Ereb, and again taking up the sword for the Nirnnaeth Arnoediad (F.A. 472), seeing firsthand the truth of the weakness of Men, he reluctantly fled the battle.
He took part in the second kinslaying (F.A. 505), angry at the Sindar for witholding the Silmaril, and after his Lord Caranthir was cruelly slain, he reluctantly joined up with Lord Maedhros for the siege of the Havens of Sirion (F.A. 538), as Maedhros had previously given up his Kingship of the Noldor to Fingolfin which he disagreed with.
(F.A. 587) After the war of wrath Tolmen was rueful of his deeds and fled east over Ered Luin before the Valar could bring him to account for his actions.
S.A.1 onwards
During the second age Tolmen kept a low profile and followed Celebrimbor to Eregion (S.A. 700-750) rejoining his love of  the forge and sought after the fashioning of Galvorn for he thought it was (part) made from mithril, but he never discovered the secret, During his time there he was reaquainted with Illuvarion and commisioned him to create a false eye (for vanity). When Sauron came to Ost-in-Edhil in the guise of Annatar, Tolmen mistrusted him but could do little but watch the events unfold before him, counselling any who would listen to beware, once Sauron's plans were revealed and Celebrimbor began arming for war it was too late and during the sack of the city Tolmen aided as many as he could to escape, During the rout Tolmen discovered a child and brought him to Imladris. (S.A.1697). Tolmen spoke with Illuvarion when the lad showed a talent for jewelcraft and apprenticed him to Silwe, naming him Cirtamir when he came of age, and has remained in Imladris ever since, and immediately recognising Captain Hravanis of Imladris from ages past, a truly inspiring elf that radiates ancient power,  they remember a common history that transcends the ages.
 
After the War of the Last Alliance
He met other Noldorin refugees there and joined the ranks of the Bar-en-Vanimar accepting the fact that as a former war criminal he needed some measure of protection.
 
In summary
He is bitter towards the lesser elves (Teleri and Sindar) due to the formers refusal of ships and the latters refusal to return the Silmaril
He is bitter towards the race of man as Caranthir took in the kin of Ulfang and the brothers were betrayed by them.
He is friendly toward dwarves from the blue mountains (only!) as they paid respects to Caranthir when they passed through to Doriath.
Hobbits are beneath his notice.
 
Tolmen goes by his epesse, as he has forgotten his parents names, and probably vice versa.

On Languages
Tolmen will generally only speak Quenya in public, although he can speak Sindarin well enough he considers it an inferior language and will use it only in extremis, as for Westron he knows enough for basic communication but will pretend he cannot understand and refuses to speak the tongue of men, of Khuzdul he remembers much of his time speaking with the dwarrows of Nogrod & Belegost and can speak & understand it well enough if given time to remember.
