Rhinnie Cloverdusk has been missing for weeks and was last seen spending Green Dragon Friday in Bywater. It is most likely that she - as a feckless hobbit - has left to adventure and therefore can be found outside the Shire.
If ye see her, you're allowed to drag her back to Oldfurlong without getting any sanctions.
